Sub: Utilization of Sub-urban Railways for transportation of E-commerce consignments.
कर रे रह मी E-commerce is a rapidly growing segment of Indian economy, and provides huge opportunities to Railways to expand into new hitherto unexplored areas. To facilitate exploitation of this attractive market, the provisions of Rule No. 514 (6) of IRCA Coaching Tariff No. 26 Pt.I (Vol.I) may be utilized, which reads as under:
“The maximum limit of luggage which can be carried in EMU trains in passenger compartments is the free allowance granted for different kinds of tickets viz. STTs, MST/QSTs. No such restriction is applicable to luggage booked in excess of free allowance and carried in vendor's
compartment/luggage van ”’.
Sealdah Division of Eastern Railway has already, with the approval of DRM, launched a pilot project for transportation of E-commerce consignments in the Vendor compartments of sub- urban (EMU local) trains.
Zonal Railways may utilize the aforementioned provisions for transportation of E-commerce consignments in EMU/DMU/MEMU trains, under the following terms and conditions:
1. EMU/DMU/MEMU train services in non-peak hours, along with the quantity (Tonnage) permissible in respective service, may be identified for this purpose so that the regular passengers/vendors are non inconvenienced. However, booking and carriage of consignments in small quantities may be permitted during peak hours, if found feasible.
2. The consignments shall be booked and carried as ‘Luggage’ in Vendor compartment of EMU/DMU/MEMU trains along with consignment of other vendors on day-to-day/temporary basis. However, Railways may also enter into long term contract with interested parties for this purpose. The modalities of the contract, along with the duration of such contract, may be decided by the PCCM of the concerned Zonal Railway.

3. The consignments shall be charged at Scale-‘L’ along with other charges viz. Development
charge, GST, etc. as per extant rules.
4. Loading/unloading has to be done by the party/representative of party only. No detention of train will be allowed on account of loading/unloading of consignments.
5. Loading/unloading of consignments at intermediate stations shall not be normally allowed.
However, Railways may decide to allow loading/unloading at any intermediate station (if operationally feasible) with the approval of DRM.

6. 02 (two) escorts of the party shall be allowed to travel with the booked consignment with valid tickets for them.
