Sub: Transition from manual tendering of catering units to e-Auction module as in case of other commercial earning and NFR contracts. Ref:- (i) Policy issued vide Board’s letter No. 2022/TC(FM)/10/04 dated 13.06.2022. (ii) Boards FM Circular 15 of 2022 dated 29.07.22. This is in reference to FM Circular no 15 of 2022 vide which addendum to ‘Policy . guidelines’ and ‘Standard Conditions of Contract (SCC)’ for Commercial Earning and NFR contracts awarded through e-Auction, regarding contract for catering units was issued. The same was reviewed in Board’s office and the following has been decided: “The eligibility criteria regarding Minimum Annual Turnover as stipulated vide item no I(a) and 1(b) of Annexure - | of FM Circular no 15 of 2022 stands deleted and provisions in this regard issued vide Para 1.1 of FM Circular no 11 of 2022 shall apply for Catering Units also.” This issues with the concurrence of Finance Directorate of Ministry of Railways.
