Coach Restaurant (RCR) Contracts awarded through e-Auction.
Ref•. FM Circular No. 11 of 2022, issued vide Board's letter no.
dated 13.06.2022
Certain
Clarifications
have
been
sought
by Zonal
Railways with
respect
to
guidelines issued under 'E-Auction Policy' and 'Standard Conditions of Contract' in respect
of RCR contracts, awarded through e-Auction.
The competent authority has decided that for all Rail Coach Restaurant (RCR)
2.
contracts to be awarded through the mode of e-auction on the leasing module of IREPS,
clause
19.3 of the e-auction policy, as amended for high investment integrated parking
contracts, vide freight marketing circular no. 12 of 2023 dated
06.07.2023, shall
be
applicable with prospective effect, as under:
"Division is empowered to provide relaxation in the time periodforpaymentof license
fee even after the lapse ofgrace period with detailed justification and personal approval of
DRM. This may be done howeverfor a period of 2 weeks i.e. 1 week @ 0.75% penalty and
another 1 week @1% penalty so that there is incentive
to pay the amount within the
stipulated period. (It may be noted that a provision of 0.5% per day as penalty on the
delayed amountis already therefor payment within the grace period of 7 days)
