The terminal operator shall develop facilities for
ENGINE ON LOAD SCHEME-2023 FM 16 of 2023 (13.12.2023) Need of the FMC 16 • Launch of GCT - Gati-Shakti Cargo Terminals. • Amendments to PFT & Private Siding policies. • Addressing operational issues. • Optimum utilization of Rolling stock. • Prompt clearance of Freight trains from the Terminals INTRODUCTION EOL: • The train locomotive remains available during loading and/or unloading operation • The locomotive waits on Railway’s account so as to work the train immediately after loading/unloading Applicability • Goods terminals notified for charging on through distance basis can operate under EOL • The terminal operator shall develop facilities for loading and unloading and design layout to facilitate the same. • All new cargo terminals shall preferably operate under EOL Existing Terminal EOL into Non EOL or Partial EOL • Where problems are being faced in effective implementation of EOL system in Terminals due to operational/geographic constraints. • In Division: Should send “Detailed operational justification” with the approval of DRM to the Zonal Hqrs. • In Zonal Hqrs: Joint approval of PCOM & PCCM who will pass a reasoned speaking order. • The Terminal operator will be required to clear all the pending dues and withdraw all pending arbitration/court cases against the Railways. Existing Terminal Non EOL into EOL • Condition of “Through distance basis”. • Signing an EOL agreement with the Division. Agreement Signing Authority: Railways - Sr.DCM Terminal - Legal Representative Conversion Conversion of terminal into Recommended Authority Approval Authority Existing EOL terminal into Non-EOL Division with the approval of DRM will send ‘detailed operational justification Joint approval of PCOM & PCCM in Zonal Railway who will pass a reasoned Speaking Order’ For Partial EOL Division with the approval of DRM will send ‘detailed operational justification Joint approval of PCOM & PCCM in Zonal Railway who will pass a reasoned Speaking Order’ Existing Non EOL to EOL may also opt to come under EOL system by signing an EOL Agreement with the Division ( applicable only for terminals where charging is being done on through distance basis) Provisions under EOL system • The free time shall be lower than the normal free time, so as to minimize the detention to wagons and to ensure that the placement and clearance of rake is possible by the same loco.
