Sub: Execution of IT projects sanctioned by Board

1. The projects listed below shall be executed by CRIS and overall project
management shall be done by CAO / FOIS organization which shall act as
the project coordination agency.

2. The role of CRIS and CAO/FOIS is summarized at Annexure A. A list of 6
~ deliverables, to be prepared as part of the project, is given at Annexure 8.

3. It is further advised that in case of the Computerized Control Charting
System, five divisions should be taken up under FOIS estimate.

4. Adequate steps must be taken to ensure that FOIS data would be available in
a data warehouse to prepare Business Intelligence reports

5. This issues in consultation with the Finance Directorate of the Ministry of
Railways.

Annexure A:

CRIS would prepare the detailed estimate of its portion of the work along with
detailed hardware specifications and software estimation of work and effort
using any of the standard sizing methods duly vetted by its associate finance
and submit it to CAO / FOIS organization.

CAO / FOIS organization would add its portion of establishment etc. and
process for sanction of competent authority.

CAO / FOIS would enter into an agreement with CRIS, containing, amongst
other things, CRIS’ payment schedule, timelines and deliverables.

CRIS would carry out application design, development and testing, either in-
house or through an-external agency, via vendor / technology neutral
competitive bidding. CRIS would also procure the hardware through vendor-
neutral open competitive bidding. After completion of the warranty period,
CRIS would carry out the post-warranty application and — hardware
maintenance at rates mutually agreed to between the Zonal Railway and
CRIS.

CAO / FOIS as the project implementation agency would monitor the project
and ensure coordination with Zonal Railways and adherence to schedules
through periodic joint reviews with CRIS. CAO / FOIS organization would also
coordinate the implementation on the Zonal Railways. At the end of the

project, CAO । FOIS would ensure the preparation of the project closing
report.

_ All hardware / software procured for the different projects by CRIS / CAO /

FOIS would be recorded by them in separate ledgers, duly recording the
reference details of tally book (T&P register) where the plant holder of the
receiving railway has taken the material on his books.
