Sub: Distribution of Gazetted posts of General Admin Cadre on the
Railways.
Ref: Board's letter of even No. dated 11.09.2019.

Cadre restructuring of 8 organized Group’A’ Services on Indian Railways was
approved by the Cabinet subject to certain conditions, one of which is that the number of
General (ex-Cadre) posts should be frozen at current levels (i.e. not more than 677, in
any case). Accordingly, a provisional Sanction for distribution of 677 General Admin
posts among the Railways was issued vide letter of even number dated 11.09.2019
under reference. Railways/PUs were further advised vide Board's letter of even number
dated 20.07.2020 that all General Admin posts may be treated as Revenue Charged
posts. Accordingly, revised postcodes for all the posts have been provided in table (A to

K) of Annexure-II.

2. The provisional grade-wise distribution of General Cadre posts (677 posts) was as

under:-

3. Now, consequent upon creation of new Service as Indian Railway Management
Service (IRMS), Apex level and HAG+ level posts (Level-17 & Level-16) have been made
part of IRMS. These posts (02 posts in Level-17 & 29 posts in Level -16) have been
excluded from the General Admn. posts while finalizing the sanction of General Admn.
Cadre posts. Accordingly, sanction of the Ministry of Railways is hereby accorded for the

following posts in the General Admn. Cadre on the Railways :-

Level- 10
Group ‘B’ (Level-8

HAG (Level- 15

4. The distribution of posts grade-wise and Unit-wise is indicated in the Annexure I

to this sanction.

5. Posts of RRBs (19 JAG posts of Member Secretary, 01 SS post of Secretary and 20
Gr 'B' post of Assistant Secretary) which were left to be included in the provisional
sanction, have now been included in the final sanction after consultation with the

concerned Railways.

6. It has been decided by Board vide letter E(GP)2007/2/50 dated 14.11.2019 that
post of Protocol Officer shall be designated in Group ‘B’ and rest of the similar
designation shall cease to exist. Therefore, the post of Protocol Officer in Sr. Scale has
not been considered in final sanction and each Zonal Railway (16) has been provided 02

posts each of Protocol Officer in Gr 'B' and 06 PUs have been given 01 post each.

7. Railways may operate post of Dy CVO against General admin post, however, post
can not be earmarked for particular Deptt. (such as Traffic, Mechanical, Signal etc).
Hence allocation of Dy CVO posts to the Railways has been done irrespective of the

department assigned to it.

8. It may be noted that 11 SAG, 01 JAG and 01 Gr B posts of Genl. Admin, which
have been temporarily transferred from the parent Railway to other Railway/Units, have

been shown against their parent Railways/Units only and their operation will continue at

the transferred Railways/Units till further orders. Details of these posts have provided in

Table-J of Annexure-II.

9. Also, 03 posts (02 JAG and 01 Gr B) which were transferred temporarily from
CORE to CLW vide Sanction dated 01.05.2024 have now been allotted permanently to
CLW. Additionally, 16 posts (06 JAG, 01 STS and 09 Gr B) have been allotted to the
needy Units to meet their requirements. Details of these posts have been provided at
Table-K of Annexure-II.

10. This issues with the concurrence of the Finance Directorate of the Ministry of

Railways”
