Sub: Inclusion of loose/bulk loading in Open wagons under Freight Incentive Scheme

for Loading of Fly ash Ref: Rates Circular -09 of 2020

1.0 Board has introduced a Freight Incentive Scheme for loading of Bagged Fly Ash vide ref (i) above.

2.0 The scheme has been reviwed and the competent authority has decided to Include loading of fly ash in bulk/loose condition in Open wagons, as folloing:

i. Para 1.0 (ii) may be read as under:

Para 1.0(ii) Incentive:

Following incentives shall be granted to Fly ash:

a Type of stock | Rate of concession or Packing condition A | Open wagons 40% concession on NTR of | Bagged or bulk/loose & [ones न न पक सा Flat wagons 40% concession on NTR of | Bagged बज To be charged at NTR of class | Bagged wagons LRI

ii. Para 1.0(iii) may be read as under:

Para 1.0(iii) Floor rate: There shall be no floor rate in case of ii(A) and (B) above. The chargeable freight will be discounted freight @40% on NTR of applicable class. Case ii(C) above is self explanatory.

iii. Para 1.0(viii) may be read as under:

Para 1.0(viii) Conditions:

a. In case of Bagged Fly ash, it should be packed in uniform bags of standard size.

b. In case of loading of loose fly ash, customer must ensure hydrating the fly ash and covering the wagons with tarpulin; at its own cost.

c. Tarpaulins, if any, for covering the bagged flyash in open wagons should be also provided by the customers at its own cost. कि

d. The customer will be required to furnish an undertaking on the Forwarding Note giving their consent to loading og bagged fly ash in Open and flat wagons, and to the effect that they would bear the full risk of damage/pilferage of the consignment.

e. Zonal Railways and customers shall strictly ensure the adherence to the conditions stipulated by State Government / Central Government regarding pollution control. In this regard, Board’s letter No.2015/EnHM/15/01 dated 16.04.2018 may please be

connected.

f. Supply of wagons under the scheme will be subject to operational feasibility.

3.0 The above instructions shall come into force w.e.f. ०8. 67.2020. and-shal-remain-veltd-upte-a

4.0 Zonal Railways should ensure wide publicity of the scheme.

5.0 This issues with the concurrence of Finance Directorate of the Ministry of Railways.
