Sub: Temporary Exemption of Busy Season Charge for movement of empty flat wagons to Ports -due to the ongoing situation in the Middle East.

Ref: Board’s Rates Master Circular /Dynamic Pricing Policy/2015/0 dated 20.07.2015 and its Corrigendum no.06 dated 29.09.2023.

1.0 In terms of above referred Corrigendum no.06 dated 29.09.2023, policy guidelines have been issued for levy of Busy Season Charge (BSC) on container traffic.

2.0 The matter has been reviewed. Considering the ongoing situation in the Middle East, it has been decided by the Competent Authority to grant temporary exemption from levy of Busy Season Charge for movement of empty flat wagons to Ports. To ensure targeted relief, exemption from BSC will be restricted to those cases where return traffic in the form of loaded container trains from ports is assured.

3.0. These instructions shall come into force from 17.06.2026 and shall remain valid upto 16.07.2026.

4.0. A suitable mechanism for implementation of the above exemption shall be developed by FOIS in the TMS system.

9.0. Container Train Operators (CTOs) are advised to submit a declaration with the condition that there would be passage of full amount discounted on the freight by IR with a matching discount to the extent possible by the CTOs.

6.0 All other terms and conditions shall remain the same.

7.0 This issues in consultation with Traffic Transportation and with the concurrence of Finance Directorate of Ministry of Railways.
