History
Safety Organization on Indian Railway was created on 
the recommendations of Kunzru Committee. 
Shri Kunzru was the Chairman of Railway Accident 
Committee , 1962. 
It was further strengthened and expanded on the 
recommendations of Wanctoo Committee 1968.

Multi Disciplinary
This organization is envisaged to ensure that safe 
practices are followed by framing and implementing 
necessary rules and regulation and creating safety 
consciousness amongst staff dealing with train working.

Three Tier Setup
The organization is also assigned to conduct Safety 
Audit and also to hold accident enquires to investigate 
the causes of accidents and analyze them and to take 
preventive measures. 
The set-up of this organization has a three tier 
arrangement.

Railway Board Level – Safety Organisation
At the apex level there is Safety Directorate in
the Railway Board headed by Director General
(DG) assisted by Directors and supporting staff.
CEO /CRB is in charge of Safety Directorate.

Zonal Level – Safety Organisation
At Zonal Railway headquarters Principal Chief Safety
Officer (PCSO) is the head, assisted by Dy.CSO of
each
department
namely
Traffic,
Mechanical,
Engineering, S&T and Electrical.
A small contingent of supporting staff and a Safety
team consisting of Senior Scale officers or Assistant
Scale Officers and Safety Counsellors of Mechanical,
S&T, Engineering, Electrical and Traffic departments.

Divisional Level – Safety Organisation
At the divisional level the safety organization is
managed
by
JAG/Senior
Scale
officers
(Sr.
DSO/DSO).
There are one or two Junior Scale officers to assist
Sr. DSO/DSO but this practice is not uniform.
The Sr. Divisional Safety Officer is also assisted by a
team of Safety Counsellors drawn from different
departments.

Functions
Safety Organization to audit functioning of all departments. 
Attending site of accident to restore normalcy, 
conducting accident enquiries and take follow up action, 
organize preventive measures, 
conduct safety Audit Inspections, safety seminars
To educate the staff to meticulously observe the safety rules 
are the other functions of this organization. 
The Sr. DSO/DSO also keeps a watch on the safety 
inspections by other Branch officers and supervisors.

Safety Department is entrusted with the task of safe transit
of passengers with the active cooperation and monitoring of
all sister departments.
Safety Counsellors and Officers have to function like watch
dogs to ensure that the systems laid down through
manuals/ Codes/JPOs /Practices are being followed in the
field for this purpose.
If deviation are becoming routine and systems getting
degenerated the same must be brought to the notice of
concerned PHODs/CHODs for correcting the system(s)
before it in too late.

Function of the Safety Department
It monitors the safe maintenance and operation 
practices adopted by all the departments.
* Conduct surprise checks for ensuring safe train 
operation.
* Counsel and educate staff to inculcate spirit of safe 
train operation.
* It prepares the Safety circulars, Posters, Bulletins to 
educate the Railway men and Public to avoid accidents.

Counselling is the major tool adopted by this department
for educating the public
to avoid the accidents at Un
Manned level crossing.
* It conducts the Internal Railway Safety Audit and Intra
Railway Safety Audits to ensure safety is followed at all the
levels in all the departmentsystem(s) before it in too late.
