GOVERNMENT OF INDIA MINISTRY OF RAILWAYS (RAILWAY BOARD) No. E(D&A) 2006 GS1-8 New Delhi, dated 18.8.2006 The General Manager (P), All Zonal Railways, PUs etc. (As per standard lists) Sub: Contacts of Railway servants with Foreign nationals/Members of Foreign Missions etc. Attention of the Railways is invited to Board’s letter No. E(D&A) 69 GS1-13 dated 7.7.69 wherein detailed instructions have been issued relating to contacts of Railway servants with foreign nationals/members of foreign missions/foreign organisations. It has inter alia been emphasised in these instructions that Railway servants should exercise the utmost discretion in their contacts with foreign correspondents, members of foreign missions/organisations and other foreign nationals in india. They should scrupulously avoid any conversation likely to reveal even inadvertently, information on matters of secret nature. They should also avoid over-patronisation and indiscriminate and frequent acceptance of hospitality, particularly of an informal nature, from foreign nationals or indian nationals employed by foreign missions. 2. Cabinet Secretary, Government of India in his letter to the Chairman, Railway Board has brought to notice that some serving Government servants have contacted foreign nationals/foreign missions bypassing the standing instructions. He has emphasised that these instructions be strictly followed and all officers should scrupulously avoid any conversation/ acts likely to reveal information on matters of sensitive / secret nature, specially in the context of crucial and sensitive segments of our strategic, technological and industrial institutions, which are getting much greater attention on account of rapid globalization. 3. Instructions contained in Board’s letter dated 7.7.69 may please be brought to the notice of all Railway servants and it should be ensured that these are followed by them scrupulously. Observations of the Cabinet Secretary, Government of India brought out in Para 2 above, may also please be brought to the notice of all Railway servants for information and strict compliance. 4.
