Sub: Clarifications on the policy of earmarking of berths on demand from
IRCTC for Value Added Tours (VAT).
------
Please refer to this office letter of even number dated 27/10/2006 on the subject
quoted above, which were slightly modified vide instructions dated 03/11/2006.
References have been received from zonal railways seeking certain clarifications on the
above said instructions. IRCTC has also advised about certain difficulties being faced by
them in getting the berths earmarked for Value Added Tours (VAT). With a view to
encourage VAT packages, the following clarifications/directions are being issued: -
1.
Extension of VAT: -
It is clarified that policy for earmarking of accommodation for IRCTC under
VAT notified vide Commercial Circular No.92 & 93 of 2006 is continuing and
shall continue till further advice.
2.
Excessive demand by IRCTC for blocking of accommodation under VAT
It has been observed that IRCTC, at times, have been demanding and blocking
large number of berths which are not utilised. IRCTC is directed to ensure
making only realistic demand and strictly ensure that berths not required are
cancelled within the stipulated time.
3.
To address problem of IRCTC in getting the berths earmarked for VAT.
(i)
On the request of IRCTC demanding blocking of berths, the CCM/PMs
of zonal Railways should agree to the requests even in popular trains to
the extent of berths permissible to be blocked as per extant instructions.
The decision must be communicated to the IRCTC within two working
days.
(ii)
In case the tour originating and destination stations fall on the same
zonal Railway, CCM/PM concerned will ensure earmarking of same
accommodation under VAT in both the directions.
(iii)
In case the tour originating and destination stations fall on two different
zonal Railway, CCM/PM concerned of the tour originating station will
coordinate with his counterpart on other Railway for return direction and
ensure earmarking of same accommodation under VAT in both the
directions.
(iv)
In case the tour is originating from any enroute station, IRCTC will
apply to CCM/PM concerned controlling the data base of the tour
originating station, who will take action as per para (ii) or (iii) above.
4.
Earmarking of Coaches/Berths under VAT: -
Earmarking of the coach/berths in the regular train shall normally be permitted
from originating station to the destination station of the concerned train.
CCM/PM of concerned zonal railway can relax this condition and permit
bookings from en-route stations depending upon the need and situation.
5.
Charging:
In such cases where earmarking is done from enroute station as per the relaxation
granted by CCM/PM, charges will include full adult fare between the concerned
pair of stations for the concerned train and service charges as leviable from time
to time (which at present is 15%). Children will be charged as per child fare.
Necessary instructions may be issued to all concerned and receipt of this letter
acknowledge.
