Sub: Commercial Publicity on Reservation Charts  
 
Railways have been advised to maximize the earnings through commercial 
publicity by exploring new areas/concepts.  Recently policy guidelines for 
commercial publicity on special trains were issued to the Railways which include 
advertisement on reservation charts.  The matter regarding commercial publicity on 
Reservation Charts of all trains has been considered in Board and it has been decided 
to exploit this area for commercial publicity.  The Zonal railways may invite open 
tenders in this regard with broad guidelines as follows: 
 
1.  The width of the Reservation chart may be increased upto 15’’ to create some 
space (i.e. 3’’ approx.) for advertisements on the right side. 
2.  Print area for passengers’ details should be maintained same. 
3.  The logo/product or brand name of the company may be advertised on the 
reservation chart on the right margin and at bottom (in form of strip). 
4.  Multicoloured logo of the company/Product may only be printed and not any 
other picture.    
5.  Message through advertisements should not be socially offensive and should be 
in keeping with public morality.  Advertisements regarding intoxicants, 
cigarettes, bidis and other tobacco products are strictly prohibited.  The colour 
scheme of the advertisements should be aesthetically appealing.  
6.  The railway will bear the cost of stationery and printing including the printing of 
advertisement.  
7.  Advertisement charges per sheet of reservation chart (2 ply or 3 ply as 
applicable) will be payable by the advertisers to the Railways.  Open tenders 
may be invited to get the best offer of advertisement charges.  The period of

contract may be decided by the Zonal railways subject to a maximum of 3 years 
at a time. 
8.  Reserve Price per sheet of reservation chart (2 ply or 3 ply as applicable) may be 
fixed by the Zonal Railway with Finance concurrence.  However, it should be 
more than the cost of pre-printed blank stationery and cost of printing the 
advertisement.  
 
Progress in the matter may be sent regularly so that the same may be 
monitored and a comprehensive review may be undertaken. 
 
This issues with the concurrence of Finance and C&IS Directorates of the
