New Miscellaneous Article Stalls/T rolleys Policy, 2012 B, & C category of stations shall be awarded for a period of 5 years with a renewal
GOVERNMENT OF INDIA MINISTRY OF RAILWAYS RAILWAY BOARD No. 2006/TG-111/461/3 New Delhi, dated 02.11.2012 The General Managers, All Indian Railways. (Commercial Circular No. 69 of 2012) Sub: New Miscellaneous Article Stalls/T rolleys Policy, 2012. Ref: Modification in Misc. Article Stall Policy No.2006/TG-II1/461/3 dated 17.12.2007. Pursuant to the provisions in the New Catering Policy, 2010, the modifications of the policy had now been necessitated. The modifications pertain to improvement of the services to the travelling passengers and to have a transparent management of the Miscellaneous Article stalls/trolleys units at different category stations. 2. DEFINITION OF _A_MISC._ARTICLE STALL AND ITEMS ON_OF A MISC. ARTICLE STALL AND _ITEMS PERMITTED FOR SALE “गे ANE SALE ON THE STALLS/TROLLEYS QUALITY THE STALLS/TROLLEYS QUALITY ASSURANCE & THEIR DOS A NCE & THEIR MANAGEMENT : ——_ Ee 1 MANAGEMENT. 2.1 All the curio stalls, toy stalls and multipurpose stalls except the minor units selling exclusively catering items, books/magazines and medicines will come under the broad category of Miscellaneous Stalls/T trolleys which will sell such items that are essential and incidental to the travelling needs of passengers like locks, chains, inflatable pillows, towels, napkins, games, toys, toiletry items, batteries, local handicrafts, gift items, curio items, packed snacks/biscuit and beverages, “Rail Neer” and other approved BIS certified packaged drinking water bottles chocolates, mobile recharge coupons etc. Further, the competent authority may allow the sale of common medicines from Miscellaneous Stalls/T rolleys for which Doctor's prescription is not required subject to the condition that alternative medical stall/corner facility is not available or the existing facility is not adequate at the platforms or in railway premises. Necessary drug license, if required as per local State norms has to be obtained by the vendor from the State authorities for this purpose. Thus, the condition imposed on existing contracts vide para no.3 of Board’s letter No.2009/T G-III/461/3 dated 29.07.09 regarding permission for sale of packed snacks/biscuit and beverages, “Rail Neer” and other approved BIS certified packaged drinking water only on commitment based on the policy guidelines is waived off and these items uniformly be allowed by DRMs for sale at Misc. Art. Stalls/trolleys on written request made by existing licensees prior D/Data/DDT&C/Catg./Mise.Stall Policy2012 to 29.07.09 as well as by new licensees after 29.07.09 and onwards, for these items. While allowing packed snacks/biscuit and beverages, “Rail Neer” and other approved BIS certified packaged drinking water bottles the licence. fee of such licensees may be enhanced @ 12% of estimated annual sales turnover. However, on Misc, Art. Stalls/Trolleys the catering items viz. Kachori, Samosa, alloo-bonda, Dhokla, Bread Pakoda, Patties, Pastries, etc. are not allowed for sale, as these are cooked on the catering Stalls/trolley & their kitchen. 2.2 All Misc. stalls/trolleys minor units will continue to be allotted and managed by DRMs under the Zonal Railways by taking into all aspects of the policy while notifying and awarding Misc. Art. Stalls/trolley minor units. 2.3 Allotment of General Minor Units (GMU) category Misc. Art. Stalls/trolleys at 'A', 'B' and 'C' category stations will henceforth be done under two-packet tendering system by calling transparent competitive bids by DRMs. Special Minor Unit (SMU) category Misc. stalls/trolleys at 'A', "छ' and 'C' category stations will be allotted by calling applications through News Papers. 2.4 Allotment of Misc. Stalls/trolleys at 'D', 'E' and 'F' category stations to General Minor Units (GMU) and Special Minor Units (SMU) category will be done by DRMs by calling applications through newspapers. Experience and turnover of Miscellaneous Articles vending unit will be applicable instead of catering business in this case. 2.5 Only good q
