Sub: Updating of Duty Pass waiting against vacant accommodation available in the train.

Please refer to this office letter No. 98/TG-I/9/P dated

29.03.2001(Commercial Circular No. 16 of 2001) circulating therewith detailed policy instructions of Rajdhani/Shatabdi Express trains. As per. these instructions, separate Duty Pass quota has been earmarked in all Classes in Rajdhani/Shatabdi Express trains and AC Chair Car class in Jan Shatabdi Express trains for providing accommodation to serving/retired Railway servants.

These Railway servants who have been issued waiting list tickets against Duty Pass quota on the authority of privilege/Duty/post retirement complimentary passes, has to approach the emergency quota controlling authority for releasing of berths out of Duty Pass Holders Quota set apart in the train.

2. Instances have come to notice that after preparation of Charts, some of the pass holders remain on waiting list while the accommodation is vacant in the train after clearing Waiting List/ RAC Passengers of other categories.

3. Some of the Railways have represented that in such situations, the pass holders on waiting list should be considered for providing accommodation against the vacant seats.

4, Accordingly, the matter has been examined and it has been decided that at the time of preparation of charts of Rajdhani/Shatabdi/Jan Shatabdi Express trains, after adjusting RAC/Waitlisted Passengers and upgrading the Passengers of lower class, if any, if the accommodation is still vacant, the system will automatically update the Duty Pass waiting list and remaining vacant accommodation, if any, will be offered for booking at the current booking counter as is presently being done.

5. CRIS will make necessary modification in the software and advise date of implementation to Zonal Railways as well as this office.

6. Necessary instructions may be issued to all concerned.

कृपया इस मंत्रालय के 29.03.2001 के पत्र सं. 98/टीजी-1/9/पी (2001 का वाणिज्यिक परिपत्र सं. 16) का अवलोकन करें, जिसके साथ राजधानी/शताब्दी एक्सप्रेस गाड़ियों के विस्तृत नीति अनुदेश परिपत्रित किए गए हैं। इन अनुदेशों के अनुसार, सेवारत/सेबानिवृत्त रेल सेवकों को स्थान मुहैया करवाने के लिए राजधानी/शताब्दी एक्सप्रेस गाड़ियों में सभी श्रेणियों में और जन शताब्दी एक्सप्रेस गाड़ियों में बातानुकूलित कुर्सीयान श्रेणी में अलग ड्यूटी पास कोटा नर्धारित किया गया है। उन रेल सेवकों जिन्हें सुविधा/ड्यूटी/सेवोत्तर मानार्थ पासों के प्राधिकार पर ड्यूटी पास कोटा के अंतर्गत afer टिकट जारी की गई हैं, उन्हें गाड़ी में अलग निर्धारित किए गए ड्यूटी पासधारी कोटा में से शायिकाएं रिलीज करने के लिए आपातकालीन नियंत्रण प्राधिकारी से संपर्क करना पड़ता है।

2. ऐसे दुष्टांत ध्यान में आए हैं कि चार्ट तैयार होने के बाद, कुछ पासधारी अन्य कोटियों में afer लिस्ट/आरएसी यात्रियों के क्लीयरिंग के बाद भी वेटिंग में रह जाते हैं, जबकि गाड़ी में खाली जगह होती हैं ।

3. ... कुछ रेलों ने अभ्यावेदन दिया है कि ऐसी स्थितियों में, बेटिंग लिस्ट वाले पासधारियों को रिक्त सीटों के अंतर्गत स्थान मुहैया करवाने के लिए विचार किया जाए।

4. तदनुसार, मामले की जांच की गई है और यह विनिश्चय किया गया है कि राजधानी/शताब्दी/जन शताब्दी एक्सप्रेस गाड़ियों के चार्ट की तैयारी के समय, आरएसी/ प्रतीक्षारत (वेटलिस्टिड) यात्रियों के समायोजन और निचली श्रेणी के यात्रियों के अपग्रेडिंग, यदि कोई हो, के बाद,यदि जगह फिर भी खाली रहती है तो प्रणाली स्वत: ड्यूटी पास पर afer लिस्ट को अपडेट करेगी और बकाया खाली जगह, यदि कोई हो, को चालू बुकिंग काउंटर पर बुकिंग के लिए दिया जाएगा
