Sub: Issue of Guard Certificate (COMMERCIAL CIRCULAR NO:51) It has come to the notice of the Board that Guard Certificates are not being issued in Western Railway in accordance with the provision of Section 55 of Railways Act, 1989 and that the procedure laid down for issue of tickets at roadside stations by Rajdhani/Shatabdi Express trains vide Commercial Circular No.16 of 2001 (98/TG-1/9/P dated 29.3.2001) is not being followed on Western Railway. 2. Board desire that Train Superintendent/Conductor/TTE of various trains including Rajdhani/A.K.Rajdhani/Shatabdi Express trains be authorized to issue Guard Certificates to the passengers as per provision of Sec.55 of Railways Act. The supply of sufficient number of Guard Certificate books to the concerned staff be ensured. These instructions will come into force with immediate effect.
