(COMMERCIAL CIRCULAR NO. 45 OF 2010) Sub: Implementation of Catering Policy 2010 Ref: Commercial Circular no. 35 of 2010 and 37 of 2010.

In continuation of the Catering Policy, 2010 (Commercial Circular no. 30 of 2010) and follow up instructions issued vide commercial circular no. 37 of 2010, the following instructions for implementation of the policy are issued.

With a view to ensure no disruption in catering services to the Passengers of Indian Railways, zonal railways may make temporary arrangements for management of the mobile catering units/services as per the following instructions:-

a) Northern Railway is nominated as the nodal zonal railway for empanelment of Mobile Catering licensees on behalf of all the Railways. CCM/NR will float an emergent/short dated (15 days) Eol for the same. Based on the fulfillment of all the technical and financial parameters as stipulated in the New Catering Policy 2010, N.Rly. shall finalize an approved panel of licensees for temporary allotment of mobile catering for situations mentioned below:-

(i) When new trains are introduced with short notice without sufficient time to invite regular tenders.

(ii) Trains whose contracts have been terminated on account of penalties or Court cases and licensees are to be appointed at short notices.

b) The empanelled list prepared by NR will be approved by CCM/NR on the recommendations of 3 SAG officers comprising of officers from the Commercial, Finance and Stores departments as nominated by the concerned PHODs. The list of empanelled mobile catering licensees would be then circulated to all Zonal Railways. This list of

empanelled licensees will be valid for a period of one year from the date of empanelment.

C) Zonal Railways shall invite financial bid from amongst the empanelled list of licensees through limited tender for a period of 3 months with a provision for one extension of 3 months or until the allotment through regular tender whichever is earlier.

d) The financial offers may be invited by the Zonal Railway from the empanelled list of licensees and the bids received shall be examined by a Tender Committee comprising of CCM/Catg., FA&CAO/T and a 3' member to be nominated by CCM. The recommendations of the Committee shall be accepted by CCM.

e) Till the finalization of the empanelment of mobile catering licensees by NR, if required, IRCTC may be requested by Zonal Railways to arrange for the catering services temporarily for a maximum period of 3 months.

Details of temporary allotments made by Zonal Railways should be intimated to Board and NR ona monthly basis.
