Sub: Rationalisation of fare structure of Humsafar train.

Based on feedback received from different quarters, fare structure and
composition of Humsafar trains have been reviewed. In addition to AC-3 tier class,
instructions already exist for.attachment of sleeper class coaches in Humsafar
trains. It has now been decided to rationalise the fare structure of Humsafar
trains.

2. Fare structure:

After providing all types of quotas like HO quota/duty pass quota, PH quota,
Parliament quota, LB quota etc., 80% of balance class wise accommodation shall
be booked on the Humsafar base fare and remaining 20% shall be earmarked as
Tatkal quota.

Base fare of different classes of Humsafar train shall be 1.15 times of the
base fare of Mail/Express trains. Tatkal fare shall be as per normal tatkal Rule
(Humsafar Base fare + Normal class wise Tatkal charges).

3; Other charges like reservation fee, superfast surcharge, GST etc., as
applicable shall be levied separately. Catering shall be optional.

4, Normal Child fare rules shall apply. Concessional tickets and tickets against
free complimentary passes which are not reimbursable shall not be admissible in
this train.

5, Vacant berths left after first charting would be offered for current booking.
Tickets under current booking shall be sold with 10% discount on the
applicable basic fare and other supplementary charges like reservation fee,
superfast charges, GST etc., as applicable shall be levied in full.

6. Graded discount scheme shall not be applicable in Humsafar train.
However, power has been delegated to Zonal Railways to downgrade AC 3-tier as
AC Chair car on AC chair car fare as per notified prescribed conditions.

7. Bulk booking shall be allowed at any point of time within the Advance
Reservation Period in Humsafar trains on tatkal fare for normal accommodation
for that class.

8. The advance reservation period (ARP) shall be 120 days.

9. Booking of tickets against Passes issued to Member of Parliaments and Rail
travel coupons (RTCs) issued to MLA/MLCs shall be permissible as they are fully

reimbursible.

10. The eligibility of Privilege pass/PTO for Railway employees shall be at par
with eligibility in Rajdhani/Duronto trains.

11. Issue of tickets on warrants shall also be allowed.

12. Refund Rules: Normal cancellation and refund rule shall apply.

13. The revised fare structure shall be implemented w.e.f Advance Reservation
Period/No booking date.

14. CRIS is requested to make necessary changes in the software.

15. Each Zonal Railway shall ensure that necessary arrangements are made to
make the details available to all the concerned staff well in advance.

16. The receipt of this letter may be acknowledged. Also please check these
instructions on the Indian Railways website - www.indianrailways.gov.in under
the head commercial circulars.

17. This instruction shall supercede all the instructions issued earlier on the
above subject.

18. In case, coaches other than AC 3 tier and sleeper class are attached with
the due permission of Railway Board, the fare shall be charged as per above
guidelines.
