A copy of the instructions issued from Establishment Directorate of Board’s
Office vide their letter No. E(W)2004/PS 5-6/65 dated 06.07.2012 on the subject quoted
above is enclosed for information and necessary action.
CRIS will make necessary modification in the software, if required, and will
intimate the date of effect to all Zonal Railways as well as to this office.

Sub: Complimentary Card Passes issued to Chakra Awardees.
As per extant policy, Ministry of Railways provides 1* Class/2° AC Complimentary
Card passes to Defence personnel recipients of gallantry awards of Chakra series and to
widows of posthumous gallantry awardees of Chakra series viz. Param Vir Chakra, Maha
Vir Chakra, Vir Chakra, Ashok Chakra, Kirti Chakra and Shaurya Chakra. The aforesaid
Card pass entitles them life-long free rail travel in 1° Class/2™ AC Class along with one
companion in same class over all Indian Railways except Metro Railway/Kolkata. The
aforesaid “policy was notified in terms of Railway Board’s letters No.ECW)96/PS5-6/22
dated 23-02-1996 and 04-07-1996 followed by subsequent amendments/clarifications.
2. Since Chakra awards are granted to Civilians also besides the Defence personnel
Civilian recipients of Chakra awards have long been demanding the facility of
Complimentary Card passes as granted to Defence personnel. The aforesaid demand has
been considered oy Ministry of Railways and it has now been decided that the Civilian
recipients of Chakra awards shall also be provided 1™ Class/2™ AC Complimentary Card
passes on the same lines as admissible to Defence awardees. The procedure and other
conditions for issue of such Card passes to Civilian Chakra awardees shall remain the same.
3. . This issues with the concurrence of the Finance Directorate of Ministry of Raikways
and is in supersession of Railway Board’s letter No.E(W)96/PS 5-6/22 dated 23-12-1998
