Sub: Earmarking of Reservation Quota for Women & Senior
Citizens.
While presenting the Railway Budget 2007-2008 Hon’ble MR has
inter-alia announced as under: -
“Senior citizens and ladies face considerable inconvenience when they
are allotted upper or middle berths. Therefore, I have decided that a
quota of adequate lower berths will be provided in AC and Sleeper Classes
for Senior Citizens and women above the age of 45, travelling alone.”

In order to implement the above decision, it has been decided as
under: -
i)
In all trains having reserved accommodation, a combined quota of
two lower berths per coach will be earmarked in Sleeper, AC 3 tier
and AC 2 tier classes for following category of passengers when
travelling alone: -
a. Senior Citizens;
b. Female passengers 45 years of age and above; and
c. Pregnant women.
ii)
This quota will remain open for booking till the time of preparation
of charts. At the time of preparation of charts, the unutilized quota
will be released to Wait-Listed Passengers.
iii)
Generally, the above said quota will be earmarked at the train
originating station. But if any train originates from a less important
station and pass through one of the major station from passenger
traffic point of view where bulk of the quota has been earmarked,
the proposed quota will be earmarked at such major enroute station.
iv)
As per instructions in force, in sleeper class a compartment of 6
berths in a coach or in some trains one compartment each in two
coaches are already being earmarked for women irrespective of their
age and/or travelling alone or in group. The same shall continue.
v)
In First class also quota for women passenger varying between 2 to
4 berths is being earmarked. Same shall continue.

The above be implemented w.e.f. 01-08-2007 in a phased manner
(in view of ARP of 90 days) on an experimental basis for six months. A
report be sent after three months to enable a final decision being taken in
the matter.

Railway Requisition form may also be suitably modified to enable
pregnant women to give their demand for availing this quota. Pregnant
women will be required to submit a certificate of pregnancy certified by
one registered medical practitioner at the time of booking of tickets
against this quota.
5.
Necessary instructions may be issued to all concerned. Wide
publicity should be given through all possible means for information of
general public.
