Sub: Appointment of Rail Travellers' Service Agents. Please refer to this office letter of even dated 09.09.98 on the subject quoted above wherein guidelines to be followed by zonal railways for appointment of Rail Travellers' Service Agents(RTSA) at any station were enumerated. On receiving a reference from Western Railway the matter has been reviewed in Ministry of Railways and it has been decided to revise the guidelines for appointment of RTSAs as under:- a . AA ne a . i. No agent need to be appointed in a town where daily reservation workload is less than 250 berths/seats (including waiting list and RAC) ii. Where daily reservation workload is mote than 250 and less ‘than 500, one RTSA should .be:Jicensed. Thereafter for every 500 reservation workload per day, oné RTSA should be licensed ‘iii. In fixing the maximum number of Agents in any financial - year, the number of daily reservations in the previous financial year should be taken in to consideration. Where daily reservations were 250 or more but ‘less than 500, © one agent may be licensed. Where daily reservations - exceed 500 berths/seats but were less than 1000, two - agents may be licensed. Where daily reservations exceed 1000 berths/seats but were less than 1500, three agents "may be licensed and so on. However, the actual number ' of agents appointed should depend on the ,availability of suitable agents and other relevant. considerations which ..... may be.recorded by the competent authority, but in no ~~. case exceed the maximum possible limit calculated on the above basis. )) 5 g iv. In cities like Mumbai and Calcutta, which are served by two zonal railways, the selection of service agents should be done jointly by the two railways. The selected service agents should be authorised to make reservations on the . trains of both the zonal railways. The licence fee should however, be recovered by each zonal railway ‘separately. जज ~ V. In the cities where the existing number of RTSAs is more ‘than the maximum number of RTSAs to be appointed as per the above revised guidelines, their number need not be reduced. except by normal wastage like resignation, termination for misconduct, etc ! vi It should, however, be ensured that the RTSAs are located at different places in the city so as to serve important business centres, offices, educational institutions, big residential areas etc “ps ee _ vii. It may also be ensured that a review of maximum number of RTSAs to be appointed in a city should be carried out every year based on the reservation, workload.
