Amendment in the Constitution of Zonal Railway Users’ Consultative Committees (ZRUCCs) Registered Passenger Association in any other State, two Registered Passenger

COMMERCIAL CIRCULAR nood OF 2013 Sub: Amendment in the Constitution of Zonal Railway Users’ Consultative Committees (ZRUCCs) In the constitution of Railway Users’ Consultative Committees, there is a provision for nomination of one Registered Passenger Association from each of the State which have a sizeable route kilometres on the Railways. 1.1 Instances were brought to the notice of this office where although some Railways were serving two or more States, they have sizeable route kilometres of only one State and in the remaining States, the Railway has only miniscule route kilometres. In some cases, there was no active Registered Passenger Association in the area of these States served by the Railway. 2. The matter was accordingly examined and it has been decided to amend the provision regarding nomination of Registered Passenger Association on ZRUCC as under: “Registered Passenger Association — one from each of the State which have a sizeable route kilometres on the Railways. However, in case of those Railways whose jurisdiction is largely served by only one State and there is no active Registered Passenger Association in any other State, two Registered Passenger Associations can also be nominated from one State on one ZRUCC. However, in such cases, the total number of Registered Passenger Associations nominated on any ZRUCC will not be more than two.” 3. Necessary instructions may be issued to all concerned. (Dr. S.K. Ahirwar) Director Traffic Commercial (G) Railway Board Dell/M/D:/My Documents/Consultative Committee/letter 2013 भारत सरकार रेल मंत्रालय ( रेलवे बोर्ड ) सं. 2013/टीजी- /24/पी/पार्ट -ा नई दिल्ली, दिनांक 30.04.2013 उप महाप्रबंधक (जी), सभी क्षेत्रीय रेलें, 2013 का वाणिज्यिक परिपत्र सं. 36 विषय : क्षेत्रीय रेलवे उपयोगकर्ता परामर्श समितियों के संविधान में संशोधन. रेलवे उपयोगकर्ता परामर्श समितियों के संविधान में प्रत्येक ऐसे राज्य, जहां रेलवे का काफ़ी .. अधिक मार्ग किलोमीटर है, से एक पंजीकृत पैसेंजर एसोसिएशन को नामित करने का प्रावधान है. 4.1... इस कार्यालय के ध्यान में ऐसे मामले लाये गये हैं, जहां यद्यपि कुछ रेलें दो अथवा अधिक राज्यों को सेवित कर रही थीं परंतु उनका काफ़ी अधिक मार्ग किमी. केवल एक ही राज्य में पड़ता है और शेष राज्यों में रेलवे का मार्ग किमी. बहुत कम है. कुछ मामलों में, रेलवे द्वारा सेवित इन राज्यों के क्षेत्र में कोई सक्रिय पंजीकृत पैसेंजर एसोसिएशन नहीं थी. 2. ... तदनुसार, इस मामले की जांच की गई और यह निर्णय लिया गया है कि क्षेत्रीय रेलवे उपयोगकर्ता परामर्श समितियों के ' पंजीकृत पैसेंजर एसोसिएशन के नामन से संबंधित प्रावधान में निम्नानुसार संशोधन किया जाए: “पंजीकृत पैसेंजर एसोसिएशन-प्रत्येक ऐसे राज्य जहां रेलवे का काफ़ी अधिक मार्ग किलोमीटर है, से एक बहरहाल, उन रेलों के मामले में जिनका क्षेत्राधिकार मुख्यतः केवल किसी एक राज्य में पड़ता है और जिसकी किसी अन्य राज्य में कोई सक्रिय पंजीकृत पैसेंजर एसोसिएशन न हो तो एक क्षेत्रीय रेलवे उपयोगकर्ता परामर्श समिति में एक राज्य से दो पंजीकृत पैसेंजर एसोसिएशनों को भी नामित किया जा सकता है. बहरहाल, ऐसे मामलों में, किसी क्षेत्रीय रेलवे उपयोगकर्ता परामर्श समिति में नामित पंजी कृत पैसेंजर एसोसिएशनों कीं कुल संख्या दो से अधिक नहीं होगी.” 3. सभी संबंधितों को आवश्यक अनुदेश जारी किए जाएं .
