Sub:  Restricting entry in ticketing areas of Platform on the authority 
          of Platform Ticket during peak rush period.

The High Level Committee of Officers drawn from NSG, IB, Delhi Police, RPF, 
CISF and Railways has formulated a Composite Security Plan for Indian Railways and 
recommended as under:    
 
Recommendation No.10 
 
To minimize security hazards, our strategies should aim at decongesting the passenger 
area by restricting entry on Platforms and in trains to ticket holders only.  The existing 
system of allowing entry by Platform Tickets may be abolished.

In compliance with the above recommendation, Board desire that during peak 
rush periods specially festival seasons and vacation periods, when platforms and 
railway stations become congested due to heavy movement of passengers, the entry 
to ticketing area of platforms on the authority of Platform tickets may be restricted by 
temporarily stopping sale of platform tickets. Only the genuine journey ticket holders 
may be allowed to enter this area.  However, the  aged, illiterate, sick and lady 
passengers, who are not in a position to fend for themselves at railway stations may be 
exempted from this restriction and Platform Tickets issued to the person/companion 
coming to the aid of them subject to production of a valid journey ticket of their aged 
or lady co-passengers. This restriction should be in force during peak rush period only. 
During lean period, the same need not be enforced.
