Of late clarifications are being sought by zonal railways whether in the absence
of JA grade officers, Senior Scale Officers can bi nominated for scrutinizing, short listing
and awarding catering contract at D, E and F category stations.
The matter has been examined. It has been decided that Senior Scale Officers
holding independent charge, may be nominated, for selection of applicants for catering
contracts at D, E, and F category stations, in the absence of JA Grade Officers.
Similarly, for renewal of licenses, the committee should be of the same level
which has carried out the selection process. However, in the absence of JA Grade officers,
Sr. Scale officers holding independent charge may be nominated for processing renewal of
contracts at E, E, & F category stations.
This issues with the concurrence of Finance Directorate of Ministry of Railways
