06.01.2009 (Commercial Circular No. 1 of 2009), Ministry of Railways have decided that 
for the present, the existing detention charges i.e. Rs.300/- per hour per coach for 
booking of special train/special coach may be maintained till 31.08.2009 (.) Refund if any, 
due to over charging may be granted for booking of special train/special coaches for the 
period 01.07.2009 to 21.07.2009 (.)  This issues with the concurrence of the Finance 
Directorate of the Ministry of Railways (.) Necessary instructions may be issued to all
