"OF 2005) ------------ It is observed that a large number orJ1n&,.c;~ngel's travelling on trains especially in general compartfuentsremain unchecked due to,~rious reasons. This leads to various type~of frauds/irregularities resulting in avoidable loss of railway revenue. 2. During the checks conducted on the railways by the Central Ticket Checking .(CrC) Squad of the' Railway Board, some of th~ .frauds which have been detected are listed below:- (Hi) (iv) (v) (0 Mismatch in four digit slash n~mber and pre-printed ticket stock number of SPTM/UTS tid<ets. (ii) Manipulation of journey details of a ticket like destination, date of journey, fare and via points by erasing the original contents of SPTM/UTS tickets. High value tickets sold on the stationery of low value tickets by deliberately tampering the printing device of SPTM/UTS. Tickets sold on the stationery of money value books without the manuatory watermark. II Class Monthly Season Ticket converted into fake I Class Quarterly Season Ticket using the scanning mechanism on PC. 3. Tnview of the above, Doard hnve decided to implement a ncw scheme-Intensivc Check Post (lCP) Scheme lor eIJectivClycontrolling the ticketless/irregular travelling as welJ as ticketing frauds. The main features of the scheme will be:- Salient features of Intensive Chcck }'05tSchcme; u) At,least two Intensive Check Posls (lCP) on each Division should be nominated for intensive ticket checking of alJ unreserved passengers of passing trains halting at those stations. .2/- ..; £, f - .. . . ;. , ",' \. -2- b) Strategically located major stations will be nominated as ICP where trains from different directions arc dealt. .".! '. c) Each ICP should be manned by atleast 2 squads consisting of 8 TTEsffCs in each squad. These squads will manage checking of trairiswithin themselves covering aUthe trains dealt with at that ICP. d) ICP squads will work directly under the nominated ACM/DCM for ticket checking for day to day functioning arid daily monitoring of their reports." : " ' , c) The Railway should inform location of intensive check poS1Iselected in each division. ' 4. All zonal Railways will send a special report to Board for each month giving details of results of the scheme in the attached format by 151hof the following month.
