As per the system requirement (as contained in Board’s letter at {1}}, the
distribution of reservation quota in a train is done by the Zonal Railway concerned
keeping in view the availability of accommodation and demand patiern and this
quota is required to be reviewed periodically and adjustment made wherever
required on the basis of its utilization as contained in the instructions issued from
time to time vide letters referred to above for review of reservation quota.

Z, However, while going through the occupancy of trains 4s extracted fom
Dataware House, it has been observed that in a large number of trains, full earning
potential is not getting achieved despite full occupancy. Further, in a large
number of trains, there is very wide variation between occupancy percentage and
percentage of caming potential achieved. For example, in some trains utilization is
more than 200% whereas earning potential being achieved is around 80%. A
sample Het of such trains is enclosed. This means that the quotes of such trains
need a thorough review.

3. Under the circumstances, folowing instructions are issued for strict
compliance:

i. Zonal Railways should periodically review utilisation of all types of
Reservation Quotas provided in all the trains of their system in phased
manner by using PPM Cells, for the utilisation analysis on the basis of
reports available in Dataware House of CRIS.

ii. An action plan should be prepared by Zonal Railways with a month-
wise list of trains to be reviewed so as to cover all trains within a
period of six months; and review cycle repeated thereafter.

Hi. in the first phase, those trains with lower earung potential (iess than
60%} despite high level of occupancy and those having wide variation
between occupancy and earning potential being achieved should be
taken up for review and adjustments in the quota should be made with
a View to maximize the earnings. — Bt

iv. in the second phase, the remaining trains should be taken up for review .
of Reservation Quota so as te maximize the occupancy as well
eamings.

¥. Feedback on the action taken may be sent to this office in the
following proforma every month so as to reach this office by 10" of
the following month to which the figures relate. The first such
statement should come in June, 2011, and exercise should continue
thereafter aiso.
