         Sub: Contact less smart card based ticketing system. 
 
Ref:  Central Railway’s letter nos. C.271/P.Smart Card contact-  
          less dated 1.3.2005, 7.6.2006, 29.9.2006 and 12.1.2007  
 
             The proposal for introducing contactless smart card based ticketing system 
contained in Central Railway’s letters referred to above and has been approved by the 
Board: - 
 
(i) 
The system should be introduced on pilot project basis on Central Railway for a 
period of three years and extension would be subject to satisfactory performance 
and approval of the Board.   Revenue sharing arrangement should be provided 
for at the time of considering extension.      
 
(ii) 
Once the utility of multipurpose contactless smart cards is proved, the system 
should be extended to the suburban system of Western Railway, Mumbai.   
 
(iii) 
Central Railway should ensure that suitable systems are put in place for correct 
accountal, collection, settlement, proper MIS reports and appropriate fool proof 
security features. 
 
(iv) 
RBI guidelines for use of smart cards should be followed and proper 
arrangements entered into with clearing and settlement bankers. 
 
(v) 
At an appropriate stage, a proper IT audit of the proposed system by CRIS 
should be carried out and CRIS should review the performance of the project. 
 
(vi) 
The system should provide documentation of the cost distribution format.  
 
(vii) 
Free power supply should be made available from the existing power supply at 
the stations.  No separate augmentation is required. 
 
(viii) 
Checks to detect fake cards and travel without validating the cards should put in 
place by the Railway.

This issue in consultation with the IT directorate and with the concurrence of the 
Finance directorate of the Ministry of Railways.
