Sub: Provision for carrying of ID proof during journey on reserved
tickets.

Please refer to this office letter No.2011/TG-I/20/P/Tatkal dated
16.01.2012 (Commercial Circular No.04 of 2012) on the subject quoted above,
wherein Zonal Railways have been informed about the provision of carrying
proof of identity while travelling in AC classes.

2. After issuing of instructions, certain clarifications have been sought
regarding application of this provision to the passengers who are upgraded from
sleeper class. Apprehensions have also been raised regarding adequacy of number
of identity cards allowed for this purpose.

3. The matter has been examined and it is clarified as under:-

(i) In case of passengers who are automatically upgraded by the
system from Sleeper Class to Air-conditioned class and in case of
passengers who are upgraded by on-board ticket checking staff on
realisation of difference of fare, the condition of carrying proof of
identity during the journey as mentioned in Commercial Circular
No.4 of 2012 shall not be applicable.

(ii) _It is also clarified that the scope of the term “photo identity card
having serial number issued by Central/State Government”
permissible under the scheme is very wide and it covers a large
number of photo identity cards, some of which are as under:

Pension Pay Orders (PPO).

Ration Card with photographs.

Senior citizen cards.

Below Poverty Line (BPL) cards.

ESI cards (with photograph) issued for taking treatment in ESI
dispensaries.

CGHS Cards (with photograph) issued to individual family
members of Central Govt. employees.

There may be many other cards issued by State Governments,
Central Government which may get covered under the above
category. However, based on the feedback, if necessary, the
matter can be reviewed after implementation of this Scheme
with effect from 15.02.2012.

It is also desired that wide publicity through all possible means may be

given to this revised provision for information of general public, some of which
are given below:

(i)
(ii)

Advertisement/Notification in Press through all leading newspapers.

Through public address system in computerised PRS centres as well as
on the Railway Stations.

(iii) By displaying this information on the boards at the PRS centres and

other prominent places.

(iv) By distributing pamphlets which can be published through

advertisement at no cost to Railways.
Through electronic media,

Necessary action may be taken to send intimation to all concerned

particularly Ticket Checking Staff to avoid inconvenience to ee
