(Commercial Circular No. 13 of 1999) Sub: Allotmant of berths to Handicapped parsons and their companion, AS per extant instructions, in the tickets issued through Computerised Passenger Reservation System, in all Classes, by default, the Lower berths are allotted to Senior Citizens subject to availability of accommodation at the time of booking. As regards Handicapped Persons a reservation quota of two berths has been earmarked in Sleeper Class in all non-suburban trains (which are lower and middle berths) for Handicapped persons and theiy companions, performing their journey on handicapped concessional tickets, However, there is no such provision In upper class, Complaints are being received in Board's Office from the Handicapped persons that at a number of occasions while seeking reservation in upper class, they are allotted side Lower berths and their companion js allotted side upper berths which is very inconvenient for the handicapped persons as well as their companions. The matter has been considered in the Ministry of Railways (Railway Board) and it has been decided that, in future, in all classes, in the tickets issued through Computerised Passenger Reservation System, one Lower Berth should be allotted to Handicapped persons Performing their journey on handicapped concessional ticket subject to availability of berths at the time of booking. The person accompanying the handicapped Persen as escort should also be allotted Middle/ Upper berths near the handicapped person. Necessary arrangements may be made accordingly.
