Sub,: Shoeshine Contracts al Railway Stations.

Please refer 10 Board's letters nos. 99/TG1V/8/Boot Polish/Policy dated 23.3.99,

23.11.2000 and 25.2,.2002 wherein detailed policy guidelines for award of ahoe-shine
contracts and bidding by the societies for each station were issued. The matter has becn
re-considered in vicw of representations received and following changes are maade in the
guidelines issued:

The Shoe-shine licenses shall be awarded henceforth to the ancieties of shoe-
shine boys only ard cooperative societies of workers in the tanning industry of in
the manufacture of leather goods will not be eligitie to participate in such
contracts.

At stations where ४ society has been working for more than 10 years since 1996
of prior to 1996, the contract of the existing licensee may be renewed subject to
satisfactory performance and payment of dues for a period fixed by the zonal
railways in consultation with associate finance. The license fee will be charged as
per reserve price fixed. Feasibility of increasing the number of shoe-shine boys at
the existing stations may also be explored. In case the number of shoeshine boyz
have been increased, the reserve price may be increased proportionatcly. An
inbuilt provision may be made in the terms & conditions of the contract fot
increase in the license lee by 6% every year.

The Railways may, however invite tenders from societies of shoe-shine workers
for award of shoeshine contracts at stations where no society is ongagod in boot
polish work presently,

if the bid accepted at stalions where tenders have been invited is more than the
reserve ptice fixed at stations where texters have not been invited, the bid which
has been accepted will be applicable to the societies working at stations where

¥} tenders have not been invited from the date of award of tender and license fee will

. accordingly, However, if the accepted bid is lesa than the reserve
price fixed for stationa, where tenders have not been invited licence fee will
continue to be charged at the reserve price fixed at such stations subject to
eacalation every year as mentioned under para (ii) above. Provision to this effect
may be made in the terms & conditions of the contracts at the time of
exteanion/‘renewal
