| ं nN GOVERNMENT OF INDIA Ry MINISTRY OF RAILWAYS oO ः ( RAILWAY BOARD) No.2090/TG.1V/10/P/PCO/TATA | | New Delbi,di\.3.2001 The General Managers( Comml) “ ) क ः All Zonal Railways. d Policy Circular No.10 of 2001 न Commercial Directorate Sub: Allotment of STD/ISD/PCO/FAX/Internet Booths Please refer to Board’s letter number 2000/TG.1V/10/P/PCO/TATA dated 28.4.2000 circulating the detailed policy guidelines for allotment of SYD/ISD/PCO booths. A number of references have been received seeking clarifications on various issues. - Ministry of Railways has, therefore, reviewed these mattors and also other issues and the following clarifications are issued:~ ° 1, In para 5.7 of the Board’s STD/ISD/PCO/FAX/internet booths — policy letter No.2000/TG.IV/10/P/PCO/TATA Aated 28,4.2000, it has been mentioned that the period of contract would be for a period of 3 years which would be exténdable for another 3 years by the competent authority ic. by DRMs in 75% category and GMs in 25% on the - recommendation of DCM/Sr. DCM with Finance concurrence provided the performance of the booth operator is satisfactory and full license fee is deposited during the tenure, This proposal has been, reviewed and it has now been decided that the initial period of STD/ISD/PCO licenses would be for 5 years. which would be extendable for another 5 years subject to other condition mentioned in para 5.7. As such license will be for a maximum peridd of 10 years only including extension period and no further extension _ shall be permitted and whenever the period of contract is appearing as 3 years, the railway may accordingly substitute it by 5 years. Railways should also take timely action to cali fresh bids well in advance. oo 2, In the policy guidelines in para No. 5.16, it was stipulated that the fresh allotment of STDASD/PCO/FAX/Internet booths will be made only as per the new policy guidelines. In case of existing STD/ISD/PCO/FAX/Internet booths, licensee may be allowed to operate the booth upto the period of existing contract. No further extensidn shall now be given to any of the existing operators beyond their tenure. This decision has also been reviewed. Now the existing contract can’ be extended, if considered desirable with effect from the date of the expiry of the earlier contracts and upto 27.4.2005 subject to the following conditions:- . (a) _ The party agrees to pay land license fee @ 20% of the notified cost of the land price prevailing at a particular station and as notified by the Railway and a minimum of 25% of the commission earned by them from MTNL, BSNL, ete. or the last accepted rate for the station whichever is higher, BS (b) 3. C As per agreement with PCO booth holders, the licensee shal! pay regularly other charges such as Electric Current, Water, Consumption, Municipal Taxes, etc. as fixed by the administration from time to time. ' व Zonal Railways should expedite the process of inviting open bids so that the benefit of , higher rate ( over and above the minimum of 25%) acctues 10 the railways as early as possible. A clause may be introduced in their Agreement that change/amendment/modification made in policy from time to time will automatically be applicable to the existing license holders without any further action on the part of the railway. . The above amendment in the policy be notified to all the contractors. . The clarifications in respect of some items as sought by zonal 1ailways have already been clarified vide Board’s letter of even number dt. 14.2.2001 ( copy enclosed for ready reference), The clarifications in respect of yemaining items will be sent shortly, This issues with the concurrence of Finance and Legal Directorates of the Ministry. of Railways.
