The matter regarding operation of cyber café at railway stations by RCIL has
been under consideration of the Board and a copy of the detailed policy guidelines
framed in this regard is enclosed. ः

Railways.

POLICY FOR OPERATION OF CYBER CAFE AT RAILWAY STATIONS BY
RAILTEL CORPORATION OF YNDIA LIMITED (RCIE).

4. OBJECTIVE

Keeping pace with the technological improvements being made in the

country, it is proposed to provide cyber café facility at stations on Indian
Railways through RailTel Corporation of India Limited (RCIL), a Government of

india Undertaking which has been formed with a view to expand, modernize’ |

and make commerciat utilization of telecom facilities on the Railways.

Oo The station at which and the number of cyber café booths to be provided
. will be decided by RCIL in consultation with the Zonal Railway concerned.

3. OPERATION OF BOOTHS.

These -booths will be operated by duly selected booth operators who
- should provide good quality of customer service.

4. ELIGIBILITY CRITERIA, FOR SELECTION OF BOOTH OPERATORS.

1. The selection of boath. operators wi 1 be done by RCIL by adopting the
two packets tender system. However, RCIL can adopt any other

suitable alternative procedure if considered app ropriate.

2. Minimum educational qualification will be Graduation.

3, The applicant should not be less than 18 years of age on the date of

5. VERTICAL SND HORIZONTAL RES RESERVATION IN ALLOTMENT

There will be reservation quota (as given in table below) only for 50% of
the Café (based on total no, of café on a Zonal railway) and the rest 50% will be
open to all without any reservation. _ oo at :

Initially, cybercafes will be set up by Railtel at A, B & C category stations,
which only may have potential for such a facility. The one time earmarking of

a particular café as per the categories mentioned above shall be decided by
draw of lots to be done by any child on the basis of the total number of cyber
café on the zo
