Clarification to the Transformation Cell letter dated 15.04.2024 on Non-Bare

Revenue (NFR) Potential of IR Assets through e-Auction.

Reference: Board’s letter No.2024/I&Trans.Cell/IRAsset NFR/Policy dated 15.04.2024

The Railway Board was requested to provide certain clarifications regarding the
Transformation Cell letter under reference. The Board has examined the matter, and
accordingly, the following clarification is provided

(iii) Similarly, for
PUs/HQOrs/RDSO/7Training Institutes
(CTIs/ZRTIs etc.)/Workshops/Any other
Unit of IR, the asset-lot, identified for NFR
potential, would be approved by the
respective GM/AGM/DG/Head of the
institute/CWM/Head of the unit would
also designate for each identified asset-
lot offered for e-Auction, an Asset Nodal

Officer (ANO) not below senior scale.

(iii) Similarly, for other than Open-Line
nodal __departments _such __as,
PUs/HOrs/RDSO/Training Institutes
(CTIs/ZRTIs etc.)/Workshops/Any other
Unit of IR, the asset-lot, identified for NFR
potential, would be approved by the
respective GM/AGM/DG/Head of the
institute/CWM/Head of the unit and
would also designate for each identified
asset-lot offered for e-Auction, an Asset
Nodal Officer (ANO) not below senior
scale.

(iv) The nodal department, as referred as (i)
above, would with concurrence of associate
finance intimate the approved §asset-lot,
identified for NFR potential, to the Auction
Conducting Officer (ACO) for e-Auction in terms
of SOP Part-E: Commercial Matters, item 65

(iv) The nodal department, 25 referred at (i)
&(iii) above, would with concurrence of
associate finance intimate the approved asset-lot,
identified for NFR potential, to the Auction
Conducting Officer (ACO) (commercial officer

issued vide Board's letter no. | of the serving railway division)for e-Auction in
2023/I&Trans.Cell/SOP-Commercial/P dt. | terms of SOP Part-E: Commercial Matters, item

[note: The ACO, for lots approved for an ANO
by the approving authority as per para iii of
the instant policy letter, shall be the
commercial .—department__—s——soffficer
(DCM/Sr.DCM/CCM) as per the governing
SOP item mentioned at_para iv above and
holding territorial jurisdiction over the
nearest railhead of the respective Production
Unit / RDSO / Training Institute (CTIs / ZRTIs
etc.) / Workshops / Any Other Unit of IR
whose assets have been offered by the ANO
for auction catalogue to the ACO.

(v) For every asset lot identified by a
department other than the commercial for NFR
potential and offered for e-Auction, an
agreement and/or supplementary agreement in
(for contract performance), in terms of the Bid
document, would be signed between the Bidder
and the ANO after the Auction is completed by
the ACO and before the 'Contract Start Date' as
mentioned in para 21.1 of the FMC No. 11 of
2022.

(v) For every asset-lot identified for NFR
potential and offered for e-Auction,
supplementary agreement in (for contract
performance), in terms of the bid document,
would be signed between the Bidder and the
ANO after the Auction is completed by the ACO
and before the 'Contract Start Date' as mentioned
in para 21.1 of the FMC No. 11 of 2022.

This issues with the approval of the Board (MOBD, MI, MF and CRB).

Kindly acknowledge the receipt and ensure compliance.
