Ref: GM/ WR’s DO No. T 5/64 (Strengthening) dated 03/12/2004.
Vide Board’s letter No. E(O}IN-98/TR/298 dated 04/10/2004, the Railways were advised that at least an Inspector’s post from each of the five disciplines concerned to assist the Sr.DSO may be arranged.
2. General Manager/ Western Railway, vide DO quoted above, has indicated that the said instruction has created an impression as if the existing provision of Assistant officers being posted with the Sr.DSO is to be dispensed with. Board's clarification has been sought as to whether Assistant officers are to be provided to Sr.
DSOs and if so, whether this level is also to be made broad-based (multi- disciplinary).
a In this context, it is mentioned that at the Divisional level, there has never been Assistant Safety Officers. Sr. DSO/DSO have been assisted by Assistant Operations Manager (General) whose job has primarily been to attend to Operating (General) functions and the incumbents have been drawn from Operating Department. When Operating (G) function is transferred to Sr.DOMs, the officials attending this item of work have also to go with it to the extent justified. There is, however, no bar to provision of Assistant officers to assist Sr.DSOs but the same will have to be provided by General Managers from their own resources.
4. As regards, conducting of Accident Inquiries, all Inquiry Committees are required to have representation from different disciplines concerned and have to be nominated by the DRMs as needed.
