Sub: Broad-basing of Safety Organisation on Indian Railways.

Railway Safety Review Committee, while reviewing the efficacy of existing Safety Organisation on the Railways, have recommended that “Safety department should be made broad-based and suitable officers from Traffic, Civil Engineering, Mechanical, Signalling and Electrical departments should be posted as Safety Officers at all levels.” The recommendation has been accepted by the Board. Instructions to broad-base the safety organization at the Zonal Headquarters were issued vide Board’s letter of even number dated 19/02/2003. Nomination of Zonal Railways to each of the five major departments was also decided vide Board’s letter of even number dated 22/12/2003.

2. Board have considered the matter further and have decided that the posts from the five major disciplines to assist the CSOs at the Headquarter and to operate the posts of Sr.DSOs at the Divisional levels will be provided by the concerned departments. At the Headquarters level, as far as possible, JA Grade or Sr.Scale posts should be provided. At the Divisional level, at least an Inspector’s post should be arranged from each of the 5 disciplines concerned to assist the Sr.DSO. General Managers of the Zonal Railways may make appropriate arrangements accordingly.
