Consequent to irnplernentation of 7tl' CPC recommendations, doubts have been arisen on applicabilit-v o{'provisions under Rule 1313 (FR-22)(1)(a)(i) oi R-ll vis-it-vis Rute 13 of Railwal'Services (Revised Pay) RLrles,20l6 in cases wherc certain feeder and prornotional posts of Railways iie in the same/identical Levei(s) in the Pay- Matrix.

l)Liring 6tl'CPC pay regime, similar situations vvere arisen and the matter was crantined in consultation with Ministrl, of Finance and lrederations and detailed instructions rvsre issued vide Board's letter No. PC-VI/201UIC/I dated 12.09.2013 (RBE No.
9s/2013).

Jn the Pay lVlatrix recommended by 7tl' CPC, only replacement scales have been recotlmended for the categories covered under Board's lelter dated 12.09.2013 and no changes in circumstances have been observed, therefore, the guidelirles contained therein tvill continue to be applicable in respect of following categories :-

.l'his issues u,itir the concurrence of the Finance Directorate of Ministry of Railways.
However, above irave been done only on provisional basis and is subject to the concurrence of Ministry of Finance. Further, it may be ensured that before the benefit is extended, a deciaration lronr the concerned ernployee may be obtained to refund the amount in case, Ministry of Finance does not agree to this proposal.
