Instructions regarding fixation of pay in case of employees transferred to a lower post on their own requesl under Ruie 227 (a) (2) of IREC Vol,l (FR-15(a)) ]rave already been circLrlated on Railways from tiue to time. In tliis regard, doubts have beeu raised by various R.ailways as to the method. of fixation of pay of such employees rvhen they subsequently become eligible for prornotion to the next higher grade ot' same higher grade from which they 6au. been transferred to the lower post, in the transferred deparlrrent i.e. in the nerv unit,

Since Miuistry of Raiiway follows instruotions cir"culatecl by Departrnent of Personnel & Training, MinistLy oll Personnel, Public Grievances & Pensions in this regard, tho matter was refered to them for seeking their clarification on the nratter. They have now given clarification in the two different situations as lollows:
Sitiration 1:- :
An employee, who joinecl railivay sen,ice in a particular grade/scale of pay, after being regul3rized but before getting anv promotion to hisher grade/gcale, was transferred to a lower post on his own I'eqlrest under Rule227 (a) (2) of IREC Voi,I (FR-15(a)), Accordingly, his pay was fixed in terms of Rurle 13,l3 (l) (a) (3) of IREC Vol.II (FR-22 I(a)3). SLrbsequently, he has become eligible for regr"rlar protnotion to a higlrer grade/scale which rnaybe the seime or lower to his old grade/soale of pay from which he u'as transferred. Whether his
