Classification of lron Ore through Coastal Shipping Para 3.(C): Iron ore traffic booked through rail-cum coastal shipping for
Addendum 17 to Rates Circular No.36 of 2009 भारत सरकार (GOVERNMENT OF INDIA) रेल मंत्रालय (MINISTRY OF RAILWAYS) रेलवे बोर्ड (RAILWAY BOARD) No. TCR/1078/2007/3 New Delhi, dated 23.03.2016 Chief Commercial Managers, All Indian Railways. Sub: Classification of lron Ore through Coastal Shipping Ref: (i) Rates Circular No.36 Of 2009 and Corrigenda thereto. (ii)/South Eastern Railway’s letter No.RA/47/710 No.34 dated 26.02.2016. In terms of Rates Circular referred at (i) above, sanction of the Central Government was accorded for classification of Iron Ore, levy of Distance Based Charge on booking of iron ore traffic meant for other than domestic consumption for manufacture of Iron and Steel, Cement. In terms of Para 3. of Rates Circular No.36 of 2009, conditions are prescribed for booking as well as while granting delivery of iron ore traffic booked to private sidings and other than private sidings (including assisted sidings) of lron and Steel manufacturing units as well as Cement units. South Eastern Railway vide their letter referred above, has raised the issue of transportation of iron ore for domestic consumption involving rail-cum coastal shipping. The matter has been examined. Sanction of the Central Government is hereby accorded for permitting the transportation of iron ore through rail-cum coastal shipping for domestic consumption. Accordingly, an additional Para 3.(C) is inserted below Para 3.(B) of Rates Circular No.36 of 2009. Para 3.(C): Iron ore traffic booked through rail-cum coastal shipping for domestic consumption in Iron and Steel manufacturing Units (including integrated Steel plants and mini steel plants etc.) as well as Cement Units: The conditions stipulated in Para 3.(B) of Rates Circular No.36 of 2009 are required to be complied alogwith the conditions laid down in Para 3.(C) as under: i. The consignee/consignor will clearly indicate on the Forwarding Note that the offered iron ore traffic is Port terminating and will be used only for domestic consumption. li. The Director of the company or his authorized signatory will furnish an affidavit for each rake, declaring that the iron ore traffic booked to the port is for domestic consumption in specified Iron and Steel manufacturing Units as well as Cement Units and that it will not be exported in any circumstances. दर हि —_— 2-7 Addendum 17 to Rates Circular No.36 of 2009 iii. ©The consignee will submit a Monthly certificate from Excise Department in original providing quantity of iron ore used at the manufacturing unit and the variation in ground stock by 20" of the next month. iv. The Director of the manufacturing company or his authorized signatory will submit a monthly statement giving full details of movement of iron ore in the circuit between the port and the consuming manufacturing unit along with supporting documents to verify the declaration. v. The consignee will submit a monthly certificate from the Dy. Chairman/Traffic Manager of the originating and destination ports, certifying that the iron ore booked by the consignor/consignee has been actually shipped (through coastal shipping) between the two ports, along with the details of the vessel deployed for the purpose. The certificates should reach by the 10" of following month in the office of the Director, Rail Movement, Kolkata and CCM/FM of the Railway where traffic has originated. In case there is more than one railway, then the certificate should be endorsed to CCM/FMs of each of the concerned zonal railway. These instructions will come into force with immediate effect.
