SIDINGS 
Sidings are 4 types: 
                   (1) Private (2) Assisted (3) Public (4) Defense/Military 
 
  (1)    Assisted/Private: Siding is laid out to serve a Govt. Department     
          factory, mill or other industrial premise other then a colliery or a Mining  
          are under a special agreement. 
 
(2)     Public Siding:   A Public siding is a Railway siding laid out of a distance  
          from the serving station or goods shed. These sidings are generally open  
          for all traffic both inward and outward and can be used by all consignors/  
          consigners desires of using the same. 
 
(3)     Defense/Military: Siding is for the conveyance by Railway of traffic for the Army. 
 
           A list of sidings together with the traffic for which each siding is open as also the 
siding charges leviable is published by individual  Railway Administrations in their   
local tariffs. 
 
       These sidings are worked as per the guidelines, instructions issued by the Ministry of 
Railways from time to time. 
 
  Procedure for opening of the siding: 
     On receipt of request from party for provision of a siding the detailed project report 
and blue print plans of the siding approved by all PHOD’s i.e. Chief Commercial 
Manager, Chief Operating Manger, Principal Chief Engineer, Chief Signal & Telecom. 
Engineer, Chief Electrical Engineer & Chief Administrative Officer/Construction.  
 
Nodal Officer: (a) The Chief Traffic & Planning Manger is the Nodal Officer throughout  
                               the construction stage of the siding and will also sign the siding  
                               agreement with siding applicant. 
                       (b)  In addition Chief General Engineer will also be nodal Officer to  
                              process for plan and during construction stage. 
                       (c) The Chief Commercial Manger will be the Nodal Officer after the  
                             construction stage of the siding.    
                 
 Division details: Sr. Divisional Commercial Manger is requested to furnish the various 
details such as No. of lines at the siding and length of each line holding capacity of each 
line, whether engine escape line is provided inside the siding ; whether facilities are 
available at the siding for opening on through distance basis; Distance from the center 
line of serving station or from take off point up to the  buffer end of the siding based on 
pattern of movement of traffic and approximant adhoc trip time for fixation of siding 
charges initially,  whether the siding can be opened for out ward and inward train loads/ 
wagon loads and the commodity and whether the siding has been electrified or not, 
provision of insulation of In-Motion Electronic Weigh at sidings. 
 
 Requirements for Commissioning of the Siding: Once the siding is ready for 
commissioning with the recommendations of Sr.Divisional Commercial Manager and 
after obtaining track fitness certificate from Divisional Engineering Branch and execution 
of siding Agreement by party, Notification for opening of the siding will be issued. 
Alphabetical and Numerical codes of the siding will be notified. Haulage requirement of 
the siding will be notified.   
 
 Fixation of Siding charges: 
 (a) On Per Trip charges. 
 (b) On Per wagon basis.

After opening the siding, the charges certified by Accounts branch are fixed and 
notified to all concerned. If the siding is opened on through distance basis no siding 
chares are collected. The siding charges are notified per trip basis and on per wagon 
basis. 
 
     Annual siding charges on Trip basis are calculated based on the average trip time             
fixed on firm time basis at the time of opening of the siding. 
 
    When the siding chares are notified on per wagon basis the charges are calculated by    
dividing the total estimated cost of shunting per annum by the total estimated number of 
loaded wagons (In
